  1. What kind of indicators do you use for Impact Evaluation in the context of Institutional Change?

    1. truely SMART indicators;
    2. indicators ‘affordable’ to those who are supposed or have a direct interest in doing the IE.

    In view of my earlier contributions to this interesting event, I shouldn’t propose any indicators. This because I am convinced we better spend our money on:

    1. properly participative identification of projects (better: programmes) (even better: (learning) processes;
    2. proper participative planning of processes taking into account risks and providing for mitigation and lots of flexibility within agreed overall principles and direction;
    3. focussing on efficiency monitoring;
    4. focussing on effectiveness monitoring;
    5. ensuring monitoring integrated into management ensuring constant loops between monitoring and management.
