Why
Water, sanitation and hygiene services (WASH) sector actors at all levels are grappling with how best to define and measure impacts of interventions with theories of change related to governance, institutional capacity development, sector policy reform and similar process-oriented objectives. The purpose of the Round Table and this online discussion, is to map the existing knowledge, practices, experiences and challenges related to evaluating the impact of development interventions in the context of governance of WASH services.
During two days 30 experts will share their knowledge and views on this topic. The results of the round table and the online discussion will be used as inputs into the development of a Thematic Overview Paper, a standard publication format of the IRC International Water and Sanitation Centre which is made freely available electronically via IRC’s website
How
The online discussion will be held using this blog. The objective is to share all the materials and the results of the round table in order to be able to receive inputs from interested parties who are not presented in the event.

The description of this sharing process is the following:
Before the Round Table:
1. Be sure that you are familiar with the structure of the Blog. At the right hand side of the screen, under the “pages” section you can find the following information:
- General Description
- General Programme
- Instructions: How to participate in the On-line discussion
- Discussion note
2. Read the materials: By reading the material you will be familiar with the content and objectives of the round table.
During the Round Table:
1. Read the latest post: on the main page of this weblog you will find the latest summary of the discussion from the round table, and the latest online discussion. By using it you will be able to follow the event. You only need to use the “Leave your comment” option available at the bottom of each post.
After the Round table:
1. Read the summary of the most relevant points covered in the round table and the online discussion: It will be published and you will be able to comment on it.
Could you (IRC) help the discussion along by giving a definition (of some kind), of what you mean by governance? Given that it is mentioned in your objective statement (…how best to define and measure impacts of interventions with theories of change related to governance…)

In the meantime – and while not claiming to speak for IRC – for me it is pretty much everything surrounding how decisions are made – the formal and informal structures, rules instititutions etc. And of course asking ‘what is governance’ leads to the even more difficult, interesting – even wicked? – discussion of ‘what is good governance’….. this little booklet discusses a bit more some of our ideas around governance, water governance and good water governance http://www.project.empowers.info/page/3337
